I determined that it was a result of the overhang on the sides of the pads. It seems that depending on how your rotor is cut, that it causes this to happen. I lived with it for a few years! There are really 2 ways to fix this: 1- 'back cut' the pads: Basically install your pads for a few days, then when you can see the overhang on the pad, remove them and grind the back off. Apparently this is pretty common, and it is how I diagnosed mine. 2- Pick up KandyOrangeZ's kit! He makes a version of this kit that doesn't have overhang. I installed them and I no longer have any noise problems. Beware that they take a bunch of grinding on the calipers, so it isn't for the faint of heart.
